IOSCO Principles

IOSCO is the International Organisation of Securities Commissions.  IOSCO has set out 30 principles of securities and derivatives regulation.  These are based upon three objectives of securities and derivative market regulation:

  1. The protection of investors;
  2. Ensuring the markets are fair, efficient and transparent
  3. The reduction of systemic risk.

ESCA is a full member of IOSCO and, as such, it is committed to meeting and exceeding the 30 principles.  ESCA is also committed to the signing of the IOSCO multi-lateral MoU for securities and derivative market regulators.

The IOSCO objectives and principles of securities regulation are under implementation at ESCA. Good progress has been made in this regard and the implementation so far has been confirmed through an assessment by a team from the International Monetary Fund (IMF) under its Financial Sector Assessment Plan (FSAP) Update mission in early 2007. The suggestions of the IMF team to achieve full implementation of the IOSCO Principles are being considered for implementation pursuant to which ESCA aims at being a signatory to the IOSCO Multilateral Memorandum of Understanding (MMOU) and bring its regulatory structure at par with that of other signatories of the IOSCO MMOU.
